1939-1941 Wards Hawthorne

As found in Illinois at a flea market this weekend… Any thoughts on the year?? This bike was not ridden very much, I swear it looks as if it has even it’s original tires. It is very complete, a survivor for sure! I would love to get a horn tank for it, (doesn’t look as if it ever had one attached,) Is it worth restoring, or keep it as is and clean it up with new tires, grips??
